ACTION & MOVING OBJECT: suggestive blur
You can photograph moving people in a different ways. Instead of a fast shutter speed, we work in this case with a shutter speed that causes blur of a motion. The actual shutter speed depends on the movement and the effect that you want to achieve. Technically, you have two options:
a. Choose the shutter speed, the camera set the ISO value and the aperture
b. Choose a low ISO value, and the camera set the shutter speed automatically.
Which shutter speeds is the best, provides your own judgment. Portraits must have a certain degree of recognition. The right combination of blurred and sharp parts requires a lot of practice.
It is very important to keep you camera motionless to avoid
shake by vibrations of your hand. Using a tripod at a shutter speed slower than 1/100 (or camera with Image Stabilizer 1/60 -1/40) is recommended.
